Bill seeks elementary school heads’ professional development

MANILA, (PNA) — A lawmaker filed a bill seeking to institutionalize a comprehensive professional development program for elementary school heads in early childhood education and development.

According to Rep. Eulogio Magsaysay (Party-list, AVE), author of HB 288, there is urgent need for effective execution of early childhood education and development initiatives.

“The proposed measure aims to ensure effective implementation of early childhood education and development initiatives in the local level by upgrading knowledge and managerial skills of elementary school heads on creation of quality early learning environment,” he said.

Magsaysay said the school head is the person responsible for administrative and instructional supervision of the school or cluster of schools.

Under the measure, a comprehensive professional development program for elementary school heads in early childhood education and development shall be created and implemented.

Comprehensive professional development refers to capacity building activities in the form of, but not limited to, formal post-graduate programs, workshops, conferences, specialized in-service trainings covering instructional leadership, general management and governance.

“The measure also requires comprehensive professional development to provide relevant curriculum application of best practices in early childhood teaching and strengthening linkages with stakeholders,” Magsaysay said.

The proposed Early Childhood Education and Development Management measure shall focus on a continuing process of planning, implementation, supervision, financial management, monitoring, evaluation and reporting guided by principles of decentralization.

The measure to be known as the Comprehensive Early Childhood Education and Development Management Act shall be implemented by public-private partnership authorized by Department of Education in the form of grants through competitive basis.
