2,000 councilors to gather in Bacolod for 3-day PCL confab

Posted on September 25, 2013

BACOLOD CITY, (PNA) — About 2,000 councilors from across the country will gather in this city for the three-day Philippine Councilors League convention from Sept. 26-28 at the Bacolod Pavillon Hotel.

Councilor Wilson Gamboa Jr., president of PCL-Bacolod City Chapter, said that on the first day tomorrow, the convention will be hosted by the city government while on Sept. 27, by the provincial government with Board Member Raul Rivera, president of PCL- Negros Occidental, as host.

Senator Alan Peter Cayetano will be the guest speaker on Sept. 27.

Meanwhile, Alan Zulueta, PCL national chairman, said that during the 8th National Congress in 2011, the PCL has already made a stand against the abolition of the Sangguniang Kabataan.

Zulueta said they are batting for reforms rather than abolition.

The Senate and the House of Representatives Bicameral Committee have voted for the postponement of the SK elections with no hold over for the incumbent officials.

“It is already a de facto abolition of the SK because they are deferring the election with no one there sitting until the next election is held,” Zulueta said.

He added that it was the stand of the PCL to defer the SK election for one year while the law is being reviewed.

“Our suggestion is to defer the election for one year and the incumbents stay for another year, too,” Zulueta said.

Still, he said that they respect the decision of the bicameral committee which decided that the term of all incumbent SK officials will end on Nov. 30, 2013.
