DAVAO CITY, (PNA) -– The Dept. of Public Works and Highways XI has confirmed that no non-government organization transacting or bidding in infrastructure projects was contracted out by the department in the Davao Region.
DPWH-XI Regional Director Mariano Alquiza said “merong mga kooperatiba na contractor but to NGOs wala,” he said.
He added private contractors are usually the ones bidding in DPWH projects through the years. He said he could not also recall NGO winning in bids for into Priority Development Assistance Fund-funded infrastructure projects that DPWH-XI monitored.
He added that usually NGOs per full-blown news reports now dipped PDAF-funded soft projects “na supposedly good in intent and purposes, pero naabuso lang.”
DPWH-XI this year has been implementing a total P7.2-billion national budget for regular infrastructure projects.
It is high of 60-percent from last year’s budget of P4.5 billion.
