CAGAYAN DE ORO CITY, (PNA) -– The city council’s joint committee urged the city’s Bids and Awards Committee to shed light on the various projects that the city government has implemented without the knowledge of the city’s legislative body.
The committee also invited heads of various departments in the city to discuss with the committee members the systems or procedures in the implementation of various projects of the local government units.
Members of the City Council here had been in loggerhead with the city’s executive department who refused to submit or inform the city council on the various projects that it has implemented since July this year.
Some of these projects were the controversial renovation of the City Mayor’s office amounting to about P 4 million, the painting of the city hall building and the city hospital, the landscaping of the Gaston Park and the city hall grounds, the development of the Balubal relocation site, and the Duaw Park at the riverbank here.
Councilor President Elipe, chair of the city council’s finance committee, called for an inquiry into the projects especially on the sources of funds on the ground that the city’s legislative body has not approved any project for implementation by the office of the City Mayor.
City Mayor Oscar Moreno said that his office could not be compelled to report to the city council on projects that the executive department is implementing.
“The job of the legislative department is to approve the budget while the executive department is tasked to spend the approved budget,” Moreno said.
The city council’s joint committee was composed of City Councilors Candy Darimbang, Alden Bacal, and President Elipe and committee head.
