MANILA, (PNA) — The Commission on Elections (Comelec) has ordered the annulment of all subsequent registrations of voters with multiple registrations to prevent the presence of flying voters in the Barangay and Sangguniang Kabataan (SK) polls next month.
“The Comelec resolves to adopt the policy… that while the first registration of any voter subsists, any subsequent registration is void ab initio,” said Comelec Resolution No. 9764.
The Comelec – Election and Barangay Affairs Department (EBAD) data shows that there were 1.8 million applicants for new registration; over 519,000 applications for transfer of registration; and more than 121,000 for reactivation of registration records.
The poll body also directed the Information and Technology Department (ITD) to use the Automated Fingerprint Identification System (AFIS) to the fullest to speed up the process.
“… Subject the new applications for registration to the AFIS in order to weed out double/multiple registration records,” added the two-page resolution.
Likewise, it directed all election officers (EOs) in every municipality and city to “manually cross out” from the Computerized Voters’ List of those with multiple registrations.
The names with multiple registrations will also be removed from the Voter Registration System database.
AFIS is a system, wherein the Comelec cross-match the biometric registrations of voters in a bid to eliminate double and multiple registrants.
