BAGUIO CITY, Nov. 27 (PNA) — The local government unit (LGU) of Baguio City is named the “Most Engaged LGU” in the 2nd Regional Cities and Municipalities Competitiveness Index (CMCI).
The City of Baguio is 14th out of 34 in the Highly Urbanized Cities Category 1st of 2 cities in the Cordillera Region.
Baguio City is ranked 21st in Economic Dynamism, sixth in Government Efficiency and 18th in Infrastructure.
The top ten cities in this category include Manila, Makati, Cebu, Quezon City, Davao, Cagayan De Oro, Paranaque, Valenzuela, Caloocan and Iloilo.
The ranking is based on the cities and municipalities competitiveness score based on three pillars Economic Dynamism, Government Efficiency and Infrastructure.
Scores are determined by values of actual data as well as completeness of data submitted to the National Competitiveness Council (NCC).
In 2014, Baguio City was ranked 15th overall in the Highly Urbanized Cities category and ranked 21th in Economic Dynamism, 9th in Government Efficiency and 19th in Infrastructure.
The indicators for Economic Dynamism include size and growth of local economy as measured through business registrations, capital, revenue and permits, capacity to generate employment, cost of living, cost of doing business, financial deepening, productivity and presence of business and professional organizations.
Indicators for Government Efficiency include transparency score in Local Governance Performance Management System (LGPMS), economic governance score in LGPMS, ratio of LGU-collected tax to LGU revenues, LGU competition-related awards, business registration efficiency, investment promotion, compliance to national directives for LGU’s, security, health and Education.
Infrastructure indicators are existing road networks, distance from city center to existing major ports, Department of Tourism (DOT) accredited accommodations, health infrastructure, education infrastructure, availability of basic utilities, annual investments in infrastructure and number of Automated Teller Machines (ATM).
The Regional Competitiveness Committee (RCC) is chaired by the Department of Trade and Industry (DTI) Cordillera Regional Director Myrna Pablo and co-chaired by Baguio City Mayor Mauricio Domogan.
There are 17 RCCs across the country working under the NCC to execute activities aimed at promoting reforms and growth at the regional level to make the country globally competitive.
The NCC was created by virtue of Executive Order (EO) 571 to promote and develop national competitiveness.
In June 2011, President Benigno S Aquino III issued EO 44 amending EO 571, renaming the Public-Private Sector Task Force on Philippine Competitiveness as the National Competitiveness Council. (PNA)
