President Aquino hopes for SSL 4 implementation starting in January ’16

MANILA, Nov. 9 (PNA) — President Benigno Aquino III is optimistic for the implementation of the Salary Standardization Law (SSL) 4 by January 2016, which is included in the proposed 2016 national budget.

“Hangad po natin: Ipagkaloob ang makatwirang pasahod sa ating mga kawani at ilapit ang nakukuha ng mga nasa gobyerno sa pribadong sektor,” he said in his speech during the awarding ceremony for outstanding public servants in Malacanang Monday.

The Chief Executive said Joint Resolution No. 4, or the Salary Standardization 3 (SSL) 3, mandates the review of compensation and position classification system every three years.

SSL was fully-implemented in 2012, thus, the government conducted this year a review of state workers’ compensation.

The proposed SSL4 will adjust salaries and benefits of about 1.3 million state employees by up to 45 percent and shall be implemented in four tranches starting next year.

It is expected to bring government workers’ compensation at least 70 percent of market rate by 2019.

Aside from the pay hike, the government also proposed for the implementation of mid-year 14th month pay and an enhanced performance-based bonus (PBB) equivalent to one to two months’ salary.

President Aquino said they were encouraged to propose the pay hike on back of a competent Civil Service Commission (CSC) and lawmakers. (PNA)
