MANILA, Sept. 15 (PNA) — A Malacanang executive favors the conduct of more studies on a House bill that seeks to require people to have parking space in their residences before buying a motor vehicle.
In a text message, Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr. said the measure seeks to address the increasing number of cars being parked on the road because the vehicle owners do not have garage.
He said what is important is banning vehicle owners from parking along primary and alternative routes.
“Sa ganitong paraan, mababawasan ang pagsikip ng kalsada upang bumilis ang daloy ng trapiko (This way, congestions on the roads will be lessened and traffic flow would be faster),” he said.
“Karapatdapat na bigyan ito ng seryosong paga-aral (It is important that this is given serious considerations),” he added.
House Bill 5098, authored by Valenzuela City First District Rep. Sherwin T. Gatchalian, seeks to require a person who plan to buy a car to submit an affidavit stating that he has available parking space for the vehicle.
This affidavit, it said, should be a pre-requisite before a vehicle can be registered with the Land Transportation Office (LTO).
Proposed penalties under this measure include revocation of the motor vehicle registration and a fine of Php 50,000 for the car owner.
It also suggests that the erring vehicle owner not be allowed to register any vehicle under his name for three years. (PNA)
