PRDP’s National Project Office gives nod to bidding of two FMR projects in Cagayan

TUGUEGARAO CITY, July 8 (PNA) — The National Project Development Office for the Philippine Rural Development Project (PRDP) has given its green light to proceed to the bidding of two farm-to-market road projects to be undertaken by the recipient local government unit (LGU), the Provincial Government of Cagayan (PGC).

The issuance of the green light was contained in a letter by PRDP National Project Director Emerson Palad to Luzon A Project Director Andrew Villacorta which specifically stated ‘no objection’ to the conduct of procurement of works for the projects. The letter is simply called the first “no objection letter” or NOL-1.

In a ceremony held at the provincial capitol here Tuesday (July 7) for the awarding of the NOL-1 to the PG-Cagayan, Luzon A Deputy Project Director Arnel de Mesa identified the projects as: the Construction and Rehabilitation of Namabbalan Norte-Baliuag-Bical-Cabbo Farm to Market Road with Bridges, with a total project cost of P200,613,846.10. It has a total length of more than 17 kilometers that stretches from Tuguegarao City to parts of its adjacent town, Peñablanca in southwestern Cagayan.

The other project is the Rehabilitation of Alcala East Farm to Market Road with five bridges that costs P200,025,547.15. It has a total length of more than 13 kilometers in eastern Alcala, Cagayan.

NOL-1 signals the publication of the Invitation to Bid in a newspaper of national circulation; the posting of the project on the Philippine Government Electronic Procurement System (PhilGEPS); and the issuance of the standard bidding documents to prospective bidders.

Meanwhile, Regional Project Coordinating Office-02 Director Lucrecio Alviar admitted, “of the five provinces of Region 2, Cagayan has the highest allocation from the World Bank funded – PRDP program”.

The program has a total fund of P27 billion.

Deputy Project Director de Mesa, meanwhile, cautioned the recipient LGU against proceeding without written instructions from the National Project Development Office after the bidding process.

He advised the PG-Cagayan to wait for the issuance of the second ‘no objection letter’ or NOL-2 before proceeding to the implementation of the projects. (PNA)
