President Aquino orders prompt execution of 2015 national budget

MANILA, April 8 (PNA) — President Benigno S. Aquino III has directed all heads of departments and agencies to undertake measures to ensure prompt execution of their budgets for fiscal year 2015 so that programs and projects are implemented in a timely manner.

In Administrative Order No. 46 issued last March 30, President Aquino said agencies shall complete the disaggregation of project listings and the submission of documentary requirements for allotment release by end of April.

He said these requirements may include network plans, geo-tagged photos and implementation guidelines.

The President said departments and agencies need to also submit to the Department of Budget and Management (DBM) an implementation plan for the programs and projects in the fiscal year 2015 General Appropriations Act (GAA), detailing quarterly financial and physical plans and targets.

To speed up the conduct of procurement procedures, the Chief Executive said that Bids and Awards Committee (BAC) members and Technical Working Groups shall give utmost priority to procurement assignments over all other duties and responsibilities.

“Increase the number of BACs in big departments where the number and the complexity of items to be procured so warrant,” President Aquino said, noting these may include the Departments of Transportation and Communications, Public Works and Highways, Education, Health and Social Welfare and Development.

The President said departments and agencies shall also comply with the procurement timelines as specified in Annex C of the Revised Implementing Rules and Regulations of Republic Act No. 9184, or the “Government Procurement Reform Act”.

“There is a need to facilitate the implementation of programs and projects and therefore, realize the intended economic and social goals of the government for FY 2015 and subsequent years,” he added. (PNA)
