Malampaya consortium kicks off bidding process for bank gas

MANILA, April 6 (PNA) — The Malampaya consortium has started the bidding process for its leftover bank gas with a total capacity of 227.995 petajoules.

In an invitation for the pre-qualification conference, the consortium noted that “the quantity of gas available is up to 227.995 petajoules (GCV) and average daily quality of up to 78.1 terajoules (GCV) per day.

The Malampaya consortium is made up of Shell Philippines Exploration B.V (SPEX), Chevron Malampaya LLC, PNOC Exploration Corp. and Philippine National Oil Company (PNOC).

It added that the bank gas may be delivered starting January 1, 2016 and will last until February 23, 2024.

Interested parties may already submit a letter of intent (LOI) to Malampaya.GasSales@sg.ey.com by April 10, indicating the company name, address, email address contact details, name and position of pre-qualification representatives of the company.

The bidding only allows two maximum representatives.

On April 16, a pre-qualification conference will be held, where the consortium will release further details regarding the bidding at the New World Hotel in Makati.

It will start at 10 a.m. and end by 12:00 p.m. with the registration commencing from 9 a.m.

Those who pass the pre-qualification process may submit a full bidding proposal and are required to pay a non-refundable bid document fee of Php 2 million.

The document noted that the sellers could accept or reject all or any off the applications on qualifying for the joint tender.

It added that no bidding company should not contact the sellers directly.

Marubeni Corporation was previously interested in acquiring the gas in a discounted rate with a promise of building a 200 Megawatt (MW) plant for the former forecast of a Luzon reserve shortage, but the Department of Energy (DOE) stressed the bank gas had to go through the bidding process.

Energy Secretary Jericho Petilla said last year that the combined bank gas from PNOC and SPEX amounted to 300 Megawatts (MWs). (PNA)
