VIGAN CITY, Iloos Sur, Feb. 7 (PNA) — The Department of Labor and Employment (DOLE) allotted Php 15. 5 million from its Bottoms-Up Budgetting (BUB) fund to projects benefiting the marginalized sector in Region 1.
“The concept of the BUB program is to allow the marginalized sectors, particularly the farmers’ group, to actively participate in the development process that will impact on their lives,” said Director Grace Ursua of the DOLE Region 1.
Under the bottom-up planning and budgeting, participating agencies such as the DOLE, are mandated to earmark or set aside at least 10 percent of their budgets for programs and projects included in the Human Resource Development and Poverty Reduction Cluster’s menu of programs of cities and municipalities.
Out of the Php 15.5 BUB allocations for 2015, the province of Ilocos Norte has a share of Php 2,025,000; Ilocos Sur, Php 3,250,000; La Union, Php 3,610,000, and Pangasinan, Php 6,690,000.
She said that 300 pilot areas from the 609 focused cities and municipalities nationwide will be benefited under the BUB, which allowed for the first time members of the marginal sector of the society to participate in the planning and budgeting process by identifying the needs of their respective communities.
