LINGAYEN, Pangasinan, Sept. 30 (PNA) — The Pangasinan police recommended the adoption of some legislative measures by the Provincial Board in a bid to address the problem posed by motorcycle-riding criminals (MRCs) sowing fears along several highways in Pangasinan.
Senior Supt. Reynaldo Biay, officer-in-charge of the Pangasinan police, bared the legislarive measures when he responded to the invitation of the Sangguniang Panlalawigan (SP) during their question hour last Sept. 28.
Biay who only assumed as OIC of the Pangasinan police in August this year, said that of the 181 shooting incidents in the province registered from January to September this year, 64 were perpetrated by MRCs and 117 were plain shooting incidents.
One of the legislative measures sought by Biay is a provincial traffic ordinance seeking the enforcement of speed limits in thickly populated areas and the strict enforcement of the “no plate, no travel policy”.
Motorcycle-riding criminals are riding on motorcycles sans plate number that are usually stolen when they strike at their victims and in escaping from the crime scene.
Such ordinance, said Biay, shall also obligate the motorcycle rider to remove his helmet, and show documents of ownership to the motorcycle as well as his driver’s license.
Also sought by Biay is a provincial ordinance mandating commercial and business establishments and the LGUs to install closed-circuit television cameras around their establishments and along the roads.
The police significantly observed that most shooting incidents frequently occur on weekends and the most commonly used firearm by the hitmen is a cal. 45 pistol.
At the same time, shooting incidents perpetrated by RMCs are apparently based on the pattern and predictable movement of the victim, whose mobility often makes him a soft target of the killers. (PNA)
