SAN PABLO CITY, Laguna, (PNA) -– City DILG Local Government Operations Officer Marciana S. Brosas urged on Tuesday outgoing barangay leaders in the city’s 80 barangays to comply with the department Memorandum Circular No. 2013-115 of Secretary Mar Roxas to form transition teams before the barangay leadership turn-over rites.
In a press briefing here, Brosas appealed to media to help disseminate the salient provisions of Secretary Roxas’ memo issued on October 17 which requires all out-going punong barangay (barangay chiefs) to create a Transition Team that will ensure a smooth and orderly transfer of responsibilities to the newly elected barangay officials.
The DILG city officer explained that the department memo states the Transition Team composition of the out-going Punong Barangay as chairman and a kagawad (barangay councilor), the barangay secretary, the barangay treasurer and a bookkeeper from the city/municipal government as members.
The DILG memo tasked the Transition Team “must see-to-it that all financial records and transactions are intact; and all officials in actual possession of, or entrusted, with the custody of supply or property are held accountable for such.”
The memorandum order also stipulates the conduct of inventory should have been undertaken since October 1 until November 15, 2013.
Brosas also echoed the DILG memo to the outgoing barangay leader to organize a turnover ceremony, with the inclusion of a state of the barangay governance, financial performance and key challenge to the incoming officials.
The memorandum circular also ordered concerned officials to ensure that all outgoing barangay officials should secure clearance from the barangay treasurer.
In like manner, the barangay treasurer is required to apply for property clearance from the punong barangay (village chief).
Among the documents to be prepared and compiled for the official turn-over to the new leaders are legislative records; administrative records and supplies; transcript of “Lupon” (barangay justice system council) meeting and cases; registry of barangay inhabitants; and list of members of the community assembly.
Brosas also emphasized that mayors are required to exercise their general supervision over the barangay, and to see-to-it that all the component barangays of the town will have a smooth and orderly turn-over before the new leaders formally assume their offices on noon time of November 30.
