Mandatory drug test sa mga estudyante isinulong sa San Juan

MANILA – Kung ang isang konsehal sa San Juan City ang masusunod, nais nitong obligahin ang lahat ng mag-aaral sa high school at kolehiyo sa lungsod na isailalim sa random drug test bago makapagpatuloy sa kanilang edukasyon.

Inihain ni Councilor Dante Santiago ang City Ordinance No. 53 na nagtatakda sa mga estudyante na sumailalim sa drug test bilang bahagi ng resikitos sa kanilang pag-aaral.

Naniniwala ang opisyal na makatutulong ang naturang sistema para mabawasan ang kaso ng drug abuse sa San Juan.

“One scheme to minimize, if not totally eradicate, drug abuse among its constituents, particularly the youth, is to conduct continuous random drug-testing activities among students in all public and private schools in the city of San Juan,” paliwanag ng konsehal.

Makatutulong din umano ito para mabigyan ng sapat na edukasyon ang mga kabataan tungkol sa usapin ng ilegal na droga.

“Students who fail the drug tests will undertake drug prevention seminars, programs and activities or counseling with the end in view of educating them regarding the pernicious effects of drug abuse,” ayon kay Santiago.

Binigayan-diin nito na sa ilalim ng Republic Act (RA) 9165, o Comprehensive Dangerous Drugs Act of 2002,” nakasaad na, “it shall be the policy of the State to safeguard the integrity of its territory and the well-being of its citizenry particularly the youth, from the harmful effects of dangerous drugs on their physical and mental well-being, and to defend the same against acts or omissions detrimental to their development and preservation.”

Idinagdag ni Santiago na nakasaad din sa RA 9344 o “Juvenile Justice and Welfare Act of 2006″ na, “the State recognizes the vital role of the youth in nation building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being.” – GMANews.TV
